Sir Michael Hicks-Beach, Chancellor cf the Exchequer, speaking at Bristol, said the Government was unable to reduce taxation, or to say if it were possible to escape proposing more. He insisted 1 that the Transvaal must contribute towards the cost of the war, despite the lamentations of the mineowners. Sir Michael hinted at fresh naval expenditure.
