; In the course of an address in the Chamber of Deputies to-day, tho Minister of Foreign Affairs (M. Delcasse) stated that Franco would endeavour to give practical effect to tho disarmament proposals of the Czar. - Rome, January 24., - It is understood that the Italian Government will only,take part in the Disarmament Conference, which will probably be held at Copenhagen, on condition- that the Pope is not invited to take pact or send an emissary.
