TREACHERY IN THE WAS, OFFICE. SECRETS GIVEN TO A FOREIGN POWER. STATEMENT BY M. DELCASSE. Pams, January 22. ■ The investigation hy the Court of Cassation into the Dreyfus case has led to the discovery of persistent treachery in the French War Office in 1894, the year of Dreyfus’ .conviction, in which, however, that unhappy officer was in no way concerned. . It is stated that the treason m question took the form of the delivery of documents to a foreign Power giving so much information as to the plans or France for the’ mobilisation of her forces in the event of war that it will probably be necessary to make a complete change in the 1 arrangements for such an emergency. ■ > ■ The assertion frequently made that the German Emperor had sent letters-to the French Government 4 en ying that Dreyfus had ever betrayed French military secrets to the German authorities was the subject of an interpellation in the Chamber of Deputies. M. Delcasse, Minister , for Foreign Affairs, in his reply, .denied the existence of any letter relating to Dreyfus either from onto the Kaiser,' genuine or forged. • -
