UPPER HOUSE REFORM. By Telegraph.—Press Association. — Copyright, Beoeifad May 23, 12.80 a.m. Sydney, May 22. Mr Reid, Premier, speaking at Bathurst, said his great desire in. the approaching election was to receive sufficient strength to carry out his promised reform of the Upper House. He did not propose to adopt revolutionary methods. He would approach with reverence a body which had been so eminently useful to the colony. He also announced his intention to re-establish a system by which Civil servants proving themselves efficient through the medium of periodical examinations should receive annual increases, so that in future merit would be recognised.
