ANGLO-AMERICAN ALLIANCE.
The persistent rtimonrS of an AngloAmerican alliance which have beeii circulated in Washington r:caU Captain Mahan's remarks oh this subjjeoi. They are published m bis recent work “ 1 i© Intore r ,t of America in S'ea Power, Present and Future." The Captain i-~“ Personally, I am happy zo believe that the gradual, biit, as I iHhk, unmistakable, growth of mutual kindly feelings between Great Britain and the United S f *trs during thete lat 1, t years is a sure evidence that a common tongueand common descent are making tbemaelveo felt, pud are breaking do* a the barrers of estrangement which have beparated too long men of the ; sime blood. There is seen here the working of kinship—a wholly normal result of a cohlmoii origin, the natural affection of childred of tho finie descent; who have quarrelled and have been alienated with tb© proverbial bittern©: i of civil strife, but who all along have realised, o.* at t least, have boen dimly conscioin, such a state of things is wrong and harmful. J As a matter of sentiment only, this reviving affection well might fix the serious attention of those who watch the growth of world questions, recognising how far imagination and sympathy rule the world; but when, besides the powerful sentimental impulse, it is remembered the considerable differences of political forces, there lie a common inherited political tradition and habit of thought, that the moral forces which govern and shape political development are the same in either people, the possibility of a gradual approach to concerted action becomes increasingly striking. Although lam firmly convinced that it would bq to the interest of Great Britain aiid the United States; and for the benefit of thh wofid; that the two nations should act together cordially on, the seas; 1 am equally sure that the result hot only must be hoped; but also Quietly waited for,’ while the conditions upon which such cordiality depends are being realised by men."
