News from Manila states that the Spanish authorities arc using* the rack and thumbscrew in torturing prisoners. Forty-nine persons were placed m a covered pit and sulTooatod. General Polavioja succeeds General Blanco as Governor-General of the Philippine Group, and ton thousand men have been sent to reinforce the troops there. All the spies arrested are shot.
BRITISH WARSHIPS ORDERED TO MANILA.
London, December 18. Two British warships have been ordered to Manila to protect British interests.
