The Czar has congratulated the French Government on the successful issue of the Madagascar campaign. London, October 14. The Turks are actively engaged in laying torpedoes in the Dardanelles. Three vessels have been despatched to the spot, laden with the necessary munitions. Received October 16, 1,10 a,m . London, October 15. The Sultan of Turkey agrees to secure the lives and property of Armenians, but declines to promulgate reforms at present, lest it should appear that he ie yielding to pressure.
