The Porte consents to apply reforms in Armenia largely based on the scheme put forward by the Powers, and will appoint a Christian assessor to each province to assist the Governors, besides allowing Christians a fair share of the official appointments. The Kurds will bo given grants of land in order to stop their migrations, and thus do away with, the excuse for outrages. Special.—Received August 6 , 1.15 a.m. London. Augusts.
