Mr Goschen is willing to reduce the postal rates to India and the colonies by all routes to 2|d, if the colonies concur. By this reduction he estimates a loss of LBO,OOO. THE BRITISH BUDGET. HANDSOME SURPLUS. The Budget’s estimated expenditure for the year is L86,*57,000, leaving an available surplus of L 8,549,000. The coinage fund has been restored, and a gold fund created and credited with L 600.000, arising from the Mint profits on the circulation of silver. The duty on silver plate is remitted to an extent of L 80,000., and that on tea reduced to 4d per lb, and on currants to 2s per cwt, as Greece is making important concessions with respect to the latter article. The house duty is reduced by L 540.000, and there are several other minor reductions. The duty on British and foreign spirits has been increased 6d per gallon, which, with the beer duty im posed last year, will be handed to the local authorities. THE ROAD MURDER. Miss Constance Kent, who was sentenced to death in 1865 and subsequently commuted to imprisonment for life, on a charge of murdering her brother, four years old, at Road, near Frome, Somerset, has been released.
