_ TUESDAY, AUGUST 29. The Council met at 2.30 p.m. A TARANAKI BILL. The Hon Mr PITT moved the introduction and first reading of the Taranaki Scholarships Bill (No. 2). —Agreed to. ; PUBLIC WORKS BILL. On the motion for the third reading of "the Public Works Amendment Bill, The Hon Colonel FELD WICK moved the recommittal of the bill in order to introduce the folloWLng new clause: — On the petition of a majority of the owners, owning not less than twothirds of the frontage on any unformed road or street of not Less than sixtysix feet in width, which had for five years or upwards prior to the year 1900 been used as a public road or street, 'the local authority may form the same and apportion the cost' thereof amongst the whole of the owners in proportion to the frontage held by them respectively, and may recover the amount so apportioned as if the same were a rate. . The motion was agreed to, and the clause added to the bill. LOCAL BILLS. The following local bills were put through committee without amendment, and. read a. third time: —Palmerston North High School Reserve (Hon T.. Kelly);. Wanganui Harbour (Hon Mr Carn cross) ; Eltham Borough Drainage and Water Supply Empowering (Hon Mr Carncross). The Tima.ru Borough Drainage, Sewerage, and Loans Bill was put through its committee stage, with amendments as made by the Local Bills Committee. The Council adjourned at 3.45 p.m. WEDNESDAY, AUGUST 30. The Council met at 2.30 p.m. PUBLIC WORKS AMENDMENT. The Public Works Act Amendment Bill was read a third time. TIMARU BOROUGH. The Timaru Borough Drainage, Sewerage and Loans Bill was also read a third time. IMPREST SUPPLY. The Imprest Supply Bill (No. 3) was received from the House of Representatives, and put through all its stages without discussion. LOCAL BILLS, The following local hills were read a second time:—Auckland Harbour Board and Devonport Borough Council Empowering, Auckland Waterworks Loans, Sinking Funds, and Borrowing Act Amendment, Eltham Public Hall, Oamaru Athenaeum and Mechanics’ Institute, Petone Borough Empowering, Auckland Harbour Board Empowering, Havelock Commonage. The Council adjourned at 3 p.m. THURSDAY. AUGUST 31. The Council met at 2.30 p.m. TARANAKI SCHOLARSHIPS. With the exception of the first-named, all were read the third time. AN ELTHAM BILL. The Eltham. Public Hall Bill was put through committee with one amendment. In the clause .setting out the application of moneys received by the Corporation in exercise of the powers conferred by the bill, one sub-clause says:—“ln or towards the purchase of land for the purposes of a Town Hall site for the borough of Eltham, or in or towards the erection of a Town Hall upon any other land belonging to or leased by the Corporation.” The words “or leased by” 'Were deleted. A PETONE BILL. The Petone Borough Empowering Bill was put through the committee stage, and reported with an amendment to the title clause. The title describes the bill as “an act to empower the Corporation of the borough of Petone to purchase land for waterworks conservation purposes.” This was altered to show that the bill empowered the purchase of the lease of land.
