FEARFUL SUFFERINGS.

LONDON, January 3. The negotiations between General Stoessel and General Nogi for the surrender of Port Arthur garrison have concluded. The Japanese terms are accepted, and arrangements have been made for formal capitulation. Latest news shows that after the capture of Sungshushan Fort, on Saturday last, the Japanese stormed Wantai on Sunday. It was then recognised by the Ruseians that further resistance was useless, and at 5 p.m. on Sunday the white Bag was hoisted south of Shushlying. Gneral Stoessel then sent General Nogi a letter offering to negotiate for surrender, . so as to prevent further useless sacrifice of life. At dawn on Monday General Nogi ap pointed General Ijuchi, ris C inef of Staff, to meet General Stoessel’s Commissioner and arrange for --.lie capitulation. Meanwhile General Nogi received a cablegram from Field-Marshall Yamagata stating that the Mikado appreciated General Stoessel’s self-sacrifice and devotion to his Fatherland, and expressed the wish that military honours be accorded him.
