OFFERED TO MR THEO.' COOPER. The Cabinet has decided to offer appointment as a‘ Supreme Court Judge and President of the Arbitration Court to Mr Theo. Cooper. THE NECESSITY FOR A STRONG ■ •> MAN.

Special to the “ Times.” DUNEDIN, February 13. The “Star,” discussing the vacant Judgeship, urges the necessity for appointing a strong man as President of the Arbitration Court, the work of which has got sa.dl}' in arrears, and goes on to say : It is of the highest importance that the man who has it in his power, without appeal, to dislocate a trade or possibly ruin an industry, should above all men enjoy the fullest trust and confidence of his fellow colonists. To fill the vacancy as it ought to be filled, the chosen man should not only be of high feharacter, a sound lawyer—an experienced man of the world, full of mental strength and vigour—but lie must possess a wide and practical knowledge of the xvorking of the Arbitration and Industrial Conciliation Act. Our i*eade!rs are all familiar with such a man, and we do not hesitate to say that if the Cabinet select him the double office will be filled as it • should be and give general satisfaction, the Supreme Court Bench will receive an addition worthy to uphold its traditions, and the Arbitration Court gain a gglresident able to create precedents for ®fne benefit of his successors, in office' as well as to the permanent advantage of the community.
