THE EUROPEAN SITUATION.
Berlin, November 21. The Emperor William, addressing a gathering of officers, said, if they were obliged to use their swords in self defence, they should adopt the most effective manner of doing so. The speech has created a sensation. St. Petersburg, November 20. Germany is jealous of Russia's increasing influence in Italy. Reports are current in the city that the Government does not desire egress from the Black Sea, while the ingress of other nations can be prevented, which is looked on as an indirect safeguard. Paris, November 22. In the Chamber of Deputies M. Deloncle asked what steps the French Government were taking in regard to the British advance on Khartoum ? In reply, M. Hanotaux, Minister for Foreign Affairs, said that Fiance was the first Power to ask Great Britain to fulfil her engagement to evacuate Egypt, and now a friendly nation supported the request.
