Belgium proposes to license a gambling house for half a million francs per annum, and a tax of 700 francs per member. Brussels, November 21. Tlio City Market at Antwerp has been destroyed by fire. In the Reichstag, the Chancellor (Prince Hohenlohe) said that, in accordance with the command of the Emperor, six officers were considering new rules rendering impossible verdicts of the Courts of Honour requiring the fighting of duels. This change, he said, was expected to have a wholesome influenco outside military circles. He declined to discuss the question of the royal prerogative. The Minister of War defended Lieut. Brusewitz, who killed an engineer in a cafe at Carlsruhe a short time ago, and said the officer acted in self-defence. Berlin, November 19. An explosion caused by fire-damp occurred in a colliery at Recklinghausen, in Westphalia. Thirty workmen were killed outright, and 00 more entombed. St. Petersburg, November 17.
