Tho fete of 1893, when the officers of tho Russian fleet visited Paris, lias been repeated, and the soldiers of the French Army supplied with free wine. Rinderpest continues to devastate tho Transvaal. Senor Canovas del CastelLo, the Premier of Spain, says lie will only authorise orders in regard to the export of tobacco from Cuba given prior to the issue of General Weyler’s decree forbidding the export.
