THE GERMAN EMPEROR AND HIS GRANDMOTHER'S EMPIRE.

Emperor William of Germany is trying, if reports from Perlin are to be believed, to form a new Triple Alliance, to consist of Russia, France and Germany. It is intimated that ho would not bo opposed to a proposition to unite tho fleots of the three countries in an attack upon Great Britain, which might lead to tho dismemberment of the Empire. Tho plan is by no means new. It has frequently been considered by much more experienced men than the German Emperor. Put recent warlike utterances against Great Britain havo opened the eyes of British statesmen to the fact that tho British fleet, powerful as it is, is not as strong as it should be tojmeet such a combination as the Emperor William is credited with trying to engineer. There is no doubt that tho fleet will bo considerably strengthened, and tho army will lie reorganised in tho promptest, most ell'ective manner possible. The country sees clearly that there is a possibility that, some day or other, there may be a combination against Great Britain which may necessitate tho greatest struggle in tho history of those islands, and the people are ready to provide the funds necessary to arm the nation to meet such an emergency.

Tho conviction is fast growing hero that Great Britain's hostile attitude towards Germany must be considered a political factor of permanence, and that tho friendly entente which lias recently grown out of events between Germany, Russia and France must bo mado

a lasting feature of Germany's foreign policy. The correspondent of the Associated Press in this city has been informed by an official of the Foreign Office that tho Emperor gives tangible expression of his desire for closer, more amicable relations with Russia by intrusting to General Von Werder, formerly German Ambassador at St. Petersburg and now the guest of the Czar, an autograph letter to Nicholas IT., in which Emperor William expresses his friendship, and promises to attend the coronation fetes at Moscow.

This is most significant, as it will bo tho first time that a German Emperor or King of Prussia has personally witnessed the coronation of a Czar. General Von Werder will be tho Czar's guest throughout tho coronation fetes. The Emperor's determination to render the German navy more formidable and to push tho colonial policy of the Empire is shown in his telegram in reply to a despatch of congratulation on the subject from the Hamburg Colonial Society. In this telegram His Majesty spoke of the necessity of "adequately protecting our transoceanic interests," and of " creating such protection speedily."
