It lias come within the province of th Victorian Minister of Customs and his ad visers to distinguish between a muffler and a handkerchief. Mufflers are liable to duty as articles of attire, while cotton handkerchiefs are free The Customs Department lias taken the size of tlie article as tlie standard of definition, and it has been decided that when the article is loss than 31-jin square it shall be passed free as a cotton handkerchief, while above that size it shall be charge d duty as muffler.
