Shanghai, May 9. It is reported that owing to a hitch during the negotiations with Japan the Russian warships at Chefoo were got ready for action, but the difficulty was subsequently settled. St. Petersburg, May 10. A report is published that Japan only yielded to Russia’s protest on the actual issue of orders by the latter for the mobilisation of 100,000 troops. Seventy officers had left here to superintend operations, and 140 were prepared to follow. An initial credit of twenty million roubles had been opened. London, May 12. The Times Paris correspondent states that the Powers are discussing the Chinese indemnity, which he believes to have been fixed at <£110,000,000. The correspondent will not be surprised if the total loan to repair the war damages and restore the finances reaches £180,000,000. Shanghai, May 12. Reports from Tokio state that Admiral Kabana has been appointed Viceroy, and has sailed for Formosa with a view to obtain the formal transfer and take possession of the territory. It is believed that Japan will withdraw her troops gradually as the indemnity is paid. Shanghai, May 13. It is reported here that Russia claims Port Lazareff with a radius of 200 miles of territory. China is willing to admit the claim, but Japan proposes to limit the territory to 10 miles. Paris, May 13. The Chinese loan will probably be issued in equal shares in Germany, England, France and Russia. The French financiers are in favour of a first issue of fifty million pounds, and the balance at intervals, to prevent the swamping of the market.
