Senator Chandler, ex-Secretary of the American Navy, claims that if Great Britain seized Nicaragua with a view to ultimately acquiring equal authority over the Canal, war would become possible. America must ally herself with Russia, both in her own interests and in order to restrict the aggressive colonisation of England.
