The London Times, discussing the estate duty proposals, advises that colonists residing in England should be allowed to deduct estate duty when already paid to a colonial Government. It condemns the Chanceller's -jocular insolence in the matter. The Anarchist Meunier, who was arrested on suspicion of being concerned in the explosion in the Cafe Very, Paris, in 1592, has been extradited to France. Sir Edward Grey, Under-Secretary for Foreign Affairs, says the Government is willing to discuss the French objections to the Anglo-Congo Convention, and other matters affecting British and French interests in Africa. M. De Villers, French Envoy to Siam, urges France to retain Chantaboon, owing to the refusal of the Siamese to yield Phrayot. A good patch of alluvial gold has been struck- on the northern edge of Lake Carey, equidistant 150 miles from Coolgardie and Kurnalpi, whence men are flocking to the new field.
