Calcutta, , May 11. News has been received that affairs in Orissa, Bengal, are in a critical condition. Ten thousand insurgents have surrounded the Rajah's Palace. The British resident force is 400, and an application has been made for reinforcements. "■J Calcutta, May 12. A native rising is reported near Manipur. The Kukis are raiding the district, and have beheaded 300 natives. '-,■ Calcutta, May 14. Siamese troops have invaded a French garrison on the Mekong river, seizing a convoy and capturing a French officer. A French battalion has been despatched to the assistance of the garrison. HONOLULU. Washington, May 11. Mr Blount succeeds Mr Stevens as American Consul at Honolulu. OBITUARY. London, May 10. The death of Lord William Paulet ia announced, [Lord William Paulet Is the fourth eon pi the thirteenth Marquis of Winchester. He. was born in 1804; made maj'r-general in 1858 ; colonel of the Durham Light Infantry in 1864'; brevet lieutenant-general, 1867 ; equerry to the Duke of Cambridge, 1851; appointed to command at Scutari, &c„ with the local rank of major-general, in 1855; was assistant* adjutant-general to the cavalry division in the Crimea; served at Altna, Balaklava and Inkermann, and commanded the Light Division the last ye.ir; created Commander of the Sardinian O, der of St Maurice and St Lazarus, and officer of the Legion of Honour, 1856; was in command of the south-western district from 1860 to 1865; adjutant-general to the forces from 1865 to 1870; promoted to be general in the army, October, 1874 ; retired, October, 1877 ; field marshal, 1886.] Berlin, May 13. EGYPT. Paris, May 14. The French press asserts that renewed efforts will be made to obtain the evacuation of Egypt by the British. SAMOA. London, May 15. A Blue Book on Samoan affairs has just been published, from which it appears that Mr T. B. Cusack Smith, British Consul, wrote in September that while Judge Cedercrantz and Baron Pilsach retained office the treaty would be a complete failure. (special.) NEWFOUNDLAND AND CANADA. St John's, May 14. The House of Assembly, by a large majority, has rejected the proposed union with Canada.
