GRAND JURY REFUSE TO INDICT. (PER PRESS ASSOCIATION. ) New York, April 15. The Grand Jury at New Orleans have refused to indict the men charged with participation in the recent lynching out rage. London, April 16. Mr Secretary Blaine, in a note to the Italian Secretary of Foreign Affairs, finally refuses to hurry the trial of the lynchers, and states that the question of indemnity will depend on the result of the trials. Mr Blaine maintains that the Government should grant compensation to the families of the men who were lynched at New Orleans only in those cases where neglect and connivance of officials contributed to their death.

Rome, April 16. Mr Blaine’s note will probably accelerate the downfall of the Rudini Ministry. Marquis Rudini, the Premier, says the New Orleans incident will not be closed until the United States Government has explicitly declared that the lynchers will be delivered up to justice. If it is found impossible to obtain a favourable solution grave complications may arise, but it is impossible to anticipate such a result. Washington, April 17. The press in all parts of the United States uphold the stand taken by Mr J. G. Blaine, Secretary of State, with regard to the Italian demands in connection with the New Orleans lynching outrage. Most of the papers are sanguine that the fall of the Rudini Ministry will be the outcome of Mr Blaine’s note. Paris, April 20. Baron de Fava, Italian Minister, who was withdrawn from Washington, has arrived in this city. In the course of an interview to-day he stated that the Italian Government will not be represented at Washington until the New Orlean lynching affair is settled.
