PROSPECTIVE MEASURES.

London, November 25. In the House of Commons Mr Balfour has given notice of a separate Bill dealing with the congested districts in Ireland.
In the House of Commons to-day Mr W. H. Smith announced that the Government intended to occupy the whole time until th ir measures reached Committee.
Mr Gladstone has given notice of a Bill providing for the removal of the disabilities of Roman Catholics in respect to the Vice-Royalty of Ireland and tho position of Lord High Chancellor of Great Britain.
