and as the mandate must come from and be returned to the Primate, he declines to subinifc the matter to the Standing Committoe. At a meeting to-night he explained his views as to the Primacy to the Standing Committee. Some members wished to deal with the question irrespective of the Primacy, but the Bishop considered that could not be done. It was suggested the question should be submitted to the Supreme Coart, but the Committee merely passed on to the next business. The Bishop is fortified by legal opinion in his main contention that the Synod is superior to its own canons. It appears that Archdeacon Julius cannot be consecrated unless the matter is brought before the Standing Committee. Later,

The difficulty in connection with the Primacy may be stated thus : —Only a general convention of the Synod cm decide who is Primate, and no convention can be called until the question of the Primacy is decided. The only other course is to appeal to the Supreme Court.
