The Marquis of Hartington challenges Mr Parnell to prosecute The Times for the publication of the letter alleged to be signed by him concerning the Phoenix Park outrage, in order that the matter may be subjected to a judicial test. Mr Gladstone, at every opportunity, denounces the Crimes Bill, and declares that it will create crime throughout Ireland, and prove ineffective in dealing with existing crime.
