England, in conjunction with the other Great Powers, has assured the Russian Government that they do not favor the return of Prince Alexander to Bulgaria, nor do they approve of his re-election to the throne of that country. Sofia, October 19.

Gadban Effendi, the Turkish special envoy, has arrived here with the object of bringing about a reconciliation between Bulgaria and Russia. It is understood that he supports the demands of the Russian Government in connection with the future Government of this country.

The Porte has formally protested to the Great Powers against the elec-

tion of lloumelians to the Sobranje. The Regency declare they will not permit Turkey to intervene. A report is current to the effect that Turkey is willing to admit a Russian garrison to the Dardanelles, on condi tion that she is allowed to occupy Bulgaria and Roumelia herself.
