'2'2 It is officially rev enhml that Admiral Stark, Chief'ol Naval Operations, testifying before a Senate sub-committee in the matter of the Lease-or-Lend Bill, said the; I'nited States Navy had allocated fluids for materials and facilities for four naval bases in the British Isles, with the British using their own funds for the construction. He further stated that the Navy planned to use an additional 10,000,000 dollars for a British naval base in Iceland.
