GERMANS IN FRANCE NEW MONETARY MANOEUVRE LONDON, Oct. 22 The Lisbon market is quoting 600 French francs to the £1 sterling, says the city editor of the Daily Telegraph. This slump if- the result of the Germans dumping francs, they have hitherto refrained from adopting this method of collecting cheap exchange through depredated francs, because of the fear of creating a bad impression in France. Scruples have now been abandoned and francs are being forced on the market with impunity. The French franc can be exchanged for a North African franc, as a result of which Germany's manoeuvre is also depreciating French Empire currencies.
