SAFEGUARDING SYSTEM Issued "with the object of removing any misunderstanding that may still exist." a statement dealing with the effects of the Patriotic Purposes Regulations was released yesterday by the Auckland Provincial Patriotic Council. The statement emphasised that no funds for patriotic purposes may be raised or spent without the approval of the patriotic organisation. "The Patriotic Purposes Regulations are not in any sense restrictive, hut are designed solely for the purpose of protecting those who give the funds and those for whom thev are subscribed. and, at the same time, coordinating patriotic activity," it was stated. Thus in each provincial district there is one central fund only, with one. authority, the provincial patriotic council, responsible for all collections and all expenditure. "Authority for the collection of funds either directly or through interests outside the organisation has been delegated by the Auckland Provincial Patriotic Council to its various zone executives and inter-zone and district committees throughout the province, and appointments of expending agents have been made," it was added. There was no Government control over the funds of the council, which was entitled to spend its money on approved patriotic purposes only, without reference to any external interests. Its financial operations were properly subject to Government audit.
