FLOGGING
Sir, —Your sub-leader on Saturday rightly draws attention to certain important legal aspects of the problem. II it is the declared policy ol the Labour 'Party to abolish corporal and capita! punishment, then the statutes should no amended so that the law represents botli the electors' will and the Government's policy. As yet. this lias not been done, reliance being placed on the prerogative exercised by Cabinet through the Minister of Justice. This is not enough. On lhe larger issue we reaffirm that there is an overwhelming weight of evidence, both practical and scientific, against this form of punishment. Itshould find no place in the penal code of any enlightened country. N.Z. Howard IiK.AC.UK FOR I'I.XAT, HkKOUM.
