POLICY CRITICISED QUESTION OF REPLACEMENTS "The provision made by the Minister of Customs is unfair both to New Zealand importers and British manufacturers, having regard to the exigencies of the war position and delays involved in the delivery of goods from the United Kingdom."'said Mr. Gat nor Jackson, president of the Bureau of Importers, commenting upon the fifth period import quotas. "The position is made even worse because of Mr. Nash's decision that all imports licensed under third and fourth periods which do not arrive in New Zealand by December 31 are to be written off the fifth period licences," Mr. Jackson continued. "Some goods ordered under third and fourth period licences have been lost through enemy action while being transported to New Zealand, and there is now insufficient time for replacements to bo made so that these articles will arrive here before December •U. Had Mr. Nash made this proviso to apply only to the third period licences, it would have been a reasonable provision, but to apply it to the fourth period is iniquitous both to New Zealand importers and British manufacturers. It seems that with one stroke of the pen Mr. Nash will cancel out fully 50 per cent of tho licences for manufactured goods that he has issued for the fourth period."
