JAPANESE POLICY NEW WORLD ORDER ANTI-AMERICAN TURN TROUBLES IN SHANGHAI By Telegraph—Press Association:—Copyright (Received July 25, 0.50 p.m.) LONDON, July 25 The Japanese Vice-Minister for Foreign Affairs, Mr. Masayuki Tani, who is considered to be pro-British, has resigned, says a message from Tokio, and Mr. Hajime Matsukiya, chief of the archives and documents section of the Foreign Office, has been temporarily assigned to his duties. The Nichi Nichi Shimbun forecasts that the Government statement on foreign policy will be concentrated chiefly on the following points:— (1) Co-operating with Germany and Italy. (2) Japanese participation in constructing a new world order. (3) As part of the latter Japan will speed the establishment of an East Asia zone, including the South Seas region. Apology Wanted A Shanghai message says it is understood that Mr. W: B. Peck, of' the United States Embassy, sent a Note to Major-General Miiira, who commands the .Japanese gendarmes, emphasising that United States marines were making an effort to protect General Nishio, Japanese commander in China, when they arrested plain-clothes gunmen in the American sector recently. Wellinformed circles said that the Japanese do not consider this reply satisfactory, and want an outright apology. The Japanese Navy spokesman, BearAdmiral Kanazawa, referring to antiAmerican meetings, said the meetings would not occur if each incident was settled in the proper way. He was apparently inviting Mr. Peck to apologise. Fresh Kidnapping Case Four gunmen in Shanghai kidnapped Mr. Y. S. Fong, vice-president of the United Chemical Industrial Company, which is registered in America. Mr. Fong was forced to alight from his car in front of his home and to enter the kidnappers' car. It is reliably stated that the Mayor of Shanghai, Mr. Fu Si-aoen, sent a Note to the United States Consul-Gen-eral, Mr. It. P. Butrick, requesting the American authorities to deport Americaus listed by the Nanking pup-, pet Government. Mr. Butrick is taking no action. It is believed he will ignore the Note. ATTACK BY CHINESE JAPANESE AT HONGKONG LONDON, July 24 A Hongkong message states that 3000 Chinese guerilla fighters at dawn attacked 900 Japanese, who last month occupied the mainland strip blocking the colony's communications with China. The Japanese forced the attackers to retreat. Fighting, however, continues 20 miles from the centre of Hongkong. HONGKONG EVACUATION CANBERRA, July 25 The Minister of the Interior, Senator Foil, said that about 3000 women and "children, evacuated from Hongkong, were expected to come to Australia.
