To prevent newcomers entering into competition with existing milk vendors and upsetting any schemes then in operation the hoard may provide that it is unlawful for any person to sell milk within the district except under a licence issued by the board. The proposals also provide that the system shall be in force until revoked or until the repeal of the Emergency Regulations, 1939. or until 12 months after the conclusion of the war, whichever is the sooner.
