CANADIAN ELECTION PARTY LEADER'S ASSERTION LONDON, March 6 An allegation that the Government was trying to split Canada for political purposes on the issue of conscription was made by Dr. R. J. Manion, Conservative Party leader, in a broadcast address at the opening of his election campaign in Quebec.
