The first stage of the reopening of tho Bucharest-Warsaw-Borlin railway has been inaugurated with services from Bucharest to Cernauti. Russia has been given permission for trains to pass through Poland. Router's Bucharest correspondent says official German sources state that Herr Clodius, head of the economic department of the Gorman Foreign Office, brought from Berlin an en-ergetically-worded Note declaring that "artificial difficulties" were holding up Rumanian deliveries to Germany, and the removal of these difficulties was firmly demanded.
