It, ■would have been very simplo to arrange that all funds should be under the supervision and audit of a public accountant, whose services would naturally be free. But no! State officials must bo in control. It is, I am afraid, becoming increasingly evident that the inexperienced and irresponsible muddlers who, at present, control this country, have muddled their way into such a state of chaos that they havo practically handed over the reins of government to the dead hand of officialdom.
