FOREIGN INVESTMENT "MORAL BAN" IN BRITAIN AMERICAN BROKERS' ACTION Members of the New York Quotations Syndicate, representing American brokerage houses in London, last month decided to discontinue the distribution of daily or periodical surveys and circulars in order to secure full cooperation with London Stock Exchange members, banking and finance houses, and other agencies concerned in dollar security transactions.

The decision was personally conveyed to the Bank of England and to the London Stock Exchange by Mr. L. L. Tweedy, president of the New York Syndicate. The resolution carried was as follows:

That New York Stock Exchange firms represented in London, recognising the wishes of His Majesty's Government as stated by the Chancellor of the Exchequer in the House of Commons, that the purchase by British subjects of foreign securities be discouraged, are desirous of complying with such wishes.

Furthermore, in order to implement the position taken by them, tliev hereby resolve that the distribution in the United Kingdom of lists quoting dollar securities, or cables, whether daily, weekly or monthly, commenting on American Security markets, be discontinued. and that any communications issued from time to time by them, containing statistical or political comments or information relative to particular dollar securities sent to clients interested in such securities, bear a legend, conspicuously printed thereon, reading:— "In view of the announcement by His Majesty's Government relative to the purchase of foreign securities, the information presented above is not to be taken as an invitation to clients to increase their holdings of dollar securities."
