STRAINED RELATIONS CLOSING OF CONSULATES (Received December 27, 7.15 p.m.) MOSCOW, Dec. 27 The Soviet has requested the closure ef its consulate at Milan and of the Italian Consulate at Odessa, as ft protest at the failure of the Italian Government satisfactorily to explain the attack on the Soviet Consulate in Milan during the recent anti-French demonstrations.
