London's underground railways were dislocated for an hour as the result of short circuits at frozen points. London is under inches of snow, for the first time for years. Some of tho country districts are under several feet of snow. The maximum temperature in Britain to-day was 2S degrees and tho minimum 12 degrees. The Channel ferry services are dislocated. Tho candidates are the Duchess of 'Atholl, former Conservative member, who is seeking re-election as an Independent, and Mr. W. McNair Snadden, official Conservative.
