DEVELOPMENT PLANS PROPOSED NEW COUNCIL [from OUR OWN correspondent] SYDNEY. Dec. Ie The appointment of an agricultural council in New Guinea to foster tbo development of primary industries 'n the Territory is receiving the consideration of the Federal Ministry. The Minister in charge of Territories, Mr. Harrison, conferred in Sydney with the Administrator of New Guinea, Sir Walter McNicoll, on matters affecting the development of the Territory. The proposals under consideration include special steps to encourage the growing of tropical crops, timber cutting, and reafforestation over -wide areas, and a further investigation of the prospects of discovering oil..
