DECLINE OF SHIPPING
POSITION IN BRITAIN SOME STARTLING FACTS REPORT FOR GOVERNMENT . LONDON, Dec. 11 Startling facts relating to the position of British shipping are disclosed in the report of the Shipowners'. Committee, which will be submitted to the Government shortly, says the Daily Telegraph. The report is expected to show that British shipping in every area is fighting a losing battle against subsidised foreign competition, the pressure of which is greater than ever. It is understood that the committee proposes financing new large-scale construction from public and private funds, laying up older ships, which are not to be scrapped but held in reserve for emergency. The Daily Telegraph comments that Britain will soon be incapable of holding out long in a major war if her shipping decline is allowed to continue.
