ITALIAN EXPERIMENT SETTLEMENTS IN LIBYA (Received November 9, 11.50 p.m.) LONDON, Nov.. 9 In a message from Benhazi, the capital of Libya, the special correspondent of the Daily Telegraph, , who is accompanying Marshal Balbo on a tour of the Italian settlements throughout the colony, says it is evident that Italy's experiment in massed emigration is an unqualified success. It is a triumph of organisation in the face of natural difficulties.
