THRONE OF RUSSIA LONDON, Oct. 17 The new "Tsar of all the Russins," the Grand Duke Vladimar, admits tliut he does not know what his duties are but he is "going to take them seriously." He is a young student of economics at London University. He intends to keep up a provisional court at St. Mriac, in the South of France. "1 realise that my task involves the well-being of millions of Russians. I intend to unite the White Russians and regain our country," says the Grand Duke.
