GERMANY REBUFFED
REJECTION OF OFFER TRADE WITH AMERICA TREATY NOT DESIRED (Received July 'JO, .1.5 p.m.) WASHINGTON, July 28 It is announced that Germany offered to negotiate a trade treaty with the United States but has b<<en refused. The offer would have guaranteed the United States exports to Germany worth 225.000.000 dollars as compared with 125,000,000 dollars' worth last year. The State Department indicated that the proposal did not confirm in some respects to the basic requirement of the "most favoured nations" clause.
