LOUDSPEAKERS IN STREETS [from our own correspondent] "WHANGAREI, "Wednesday A by-law to regulate the use of loudspeakers in public streets is being drafted by tho Whangarei Borough Council. This action follows complaints received three weeks ago from business firms concerning tho use of loudspeakers in the main business centre of the town during a carnival.
