WEST FUCHAM SEAT FOREIGN POLICY TEST LONDON, April 7 It was stated during the, by-election contest for the "West Fulham seat that it was being regarded as a test of tha Government's foreign policy. The Australian Associated Press says the by-election was the first since Mr. Eden's resignation of the Foreign Secretaryship, and the Austrian coup, and the result surprised Government members, who expected to retain the seat with a reduced majority. • . However, Ministerialists consider that Labour's majority is too small to constitute a rebuff to Mr. Chamberlain's policy, but the Daily. Herald claims that the result is a crushing reply to Mr. Chamberlain and is the forerunner of a movement to drive the Government from office.
