INCORPORATION PROPOSAL (Received February 20, 5.5 p.m.) CAPETOY7N. Feb. 19 The Prime Minister, General Hertzog, replying to a deputation requesting the inclusion of South-West Africa within the Union, said he sympathised with the project, but it was inadvisable to make any changes now, as the whole colonial question would probably be discussed soon.
