NEW FRENCH BILLS QUESTION OF STRIKES MAJORITY TO DECIDE . By Telegraph—Press Association—Copyright (Received January 28, G. 5 p.m.) PARIS, Jan. 27 The French Cabinet has approved six bills constituting a Labour charter and communicated them to the Chamber of Deputies for debate. The most important measure creates new strike laws. Strikes are made illegal unless the majority cf the workers demand them in a secret ballot. Another places the arbitration of labour disputes under a Council of State. The Primo Minister M. Chautemps, broadcast.au appeal to the nation to suspend controversies and uphold tho Government, to demonstrate to foreigners a determination to maintain unity anil face perils.
