Jan. 10 The Berlin correspondent of the Daily Telegraph states that Dr. Guett, head of the Health Department, declares that in spite of State assistance the birth rate is short by 11 per cent of the figure needed to' maintain the population. The deficiency in the year 1932-33 was 30 per cent. If the system of two-children or onechild families had been allowed to continue the German people would have died out in 10 generations.
