CONSULATES TO CLOSE
GERMAN AGREEMENT SEVERAL RUSSIAN CENTRES MOSCOW, Nov. 23 Germany has agreed to close her Consulates at Leningrad, Tiflis, Kharkov, Vladivostok and Odessa, following diplomatic negotiations. The only Soviet Consulates in Germany are at Hamburg and Berlin. The Soviet took similar action "re-., cently in the case of Japanese Consulates in the interior of Russia. The Soviet pointed out that it maintained only two Consulates in Japan, and that there were no nationals to protect or Japanese trade to foster at the places where the Consulates were situated.
